PDF means Portable Document File.

Adobe Systems developed the PDF format in 1993 as a way to view files if someone did not have the program that created that file.

XPS means XML Paper Specification.

Microsoft developed the XPS format in 2009. XPS is open source code. It is also independent of software or operating system.
